Hawaii Neighborhood Outreach to the Aged (HiNOA)

Palolo Chinese Home will also enhance its historical role of providing support for the elderly who continue to live in their own homes in the surrounding community. A new and innovative program called the Hawai’i Neighborhood Outreach to the Aged (HiNOA) will more than double the number of people served by the Home.

A consortium of leaders in long term care in Hawai’i are working to develop a self-sustaining, culturally sensitive delivery system which will provide continuing care to elders in their neighborhood community. The program’s first priority is the delivery of services to elders in their homes who may thereafter transition to facilities such as Palolo Chinese Home where Adult Day Care and Overnight Respite Care are available, and eventually, as desired, to Assisted Living and Intermediate/Skilled Nursing Care, including care for those with Alzheimer’s and dementia.

Currently, the associated organizations are Palolo Chinese Home, Hawaii Meals on Wheels, John A. Burns School of Medicine, Department of Geriatric Medicine and School of Social Work at the University of Hawai’i at Manoa, Hawai’i State Executive Office on Aging, the Departments of Community Services and Emergency Services, City and County of Honolulu and the Hawaii Long Term Care Association.

An important underlying philosophy by which Palolo Chinese Home has been guided for 85 years is to provide healthy aging and familial support that will nurture the body, mind and spirit of residents and their families, and to provide these services at the highest quality possible while maintaining them at the most reasonable cost. This means providing services in one’s residential setting without compromising quality of care. It also means maintaining affordable, efficient and responsive programs serving the entire campus and community whereby Palolo Chinese Home is able to follow its chartered mission to provide benevolence for the aged in Hawai’i.
